(I think a Credit Rating of 40% is good, as it could be a club for wealth of talent as well of pocket(!); so impoverished artisans of excellence or members of the middle class in a white collar position (i.e, ranking policeman, general practitioner in a suburb, etc) are allowed in IF they are sponsored by a member of the committee...

Even men of colour are allowed - how liberal!

Kipper is an arms developer and supplier... there is no doubt that the military and others would have commissioned all sorts of bespoke equipment for dealing with stuff. On the basis he know the good general there is every possibility that the queer goings on would be needing bespoke and untraceable kit! and also someone to use them. e.g. Hac. Maybe the general is bored... and has setup the gentleman's club to solve problems; which keeps him interested and a line of cash coming in. No questions asked sort of development...
