Any restrictions on races, specifically tabaxi and lizardfolk PCs?

Mike asked about races such as Tabraxi and Lizard folk. As these would both have an easier time in Chult, I would prefer not to have any tropically orientated races.

However, in the interests of democracy, I will listen to any counter arguments or particularly cool character backgrounds.

Barebones concept for character: Jayne, Half-Elf ranger, female, noble background.

Her human father is your typical, blustering aristocrat. He decides to go on a hunting expedition into Chult and bag himself a few dinosaurs, but never returns. Now, his envious younger brother has declared him dead and claimed his estates, kicking Jayne, her elven mother and younger brother out of their family home. Jayne must travel to Chult, find her missing father and bring him home. Her unpleasant uncle may or may not have taken steps to hinder her mission. She has a sharp tongue, is a mean shot with a bow and the walking definition of pragmatism.

She's essentially a combination of Lara Croft and Mary Poppins.
